En 1990 el Gobierno Real de los Paises Bajos, aprobo un millonario finaciamiento a la Asociacion de Lucha contra el SIDA, ASULUSI, en Costa Rica, para: - la atencion de enfermos de SIDA - el desarrollo de programas y talleres de conscientizacion en gay/s y lesbianas - campanas de prevencion del SIDA ASOLUSI, al recibir el finacimiento se convirtio en poco tiempo en ILPES (Instituto Latinoamericano de Prevencion y Educacion en Salud) dejandose de lado todos los objetivos iniciales, a tal punto que la atencion primaria a seropositivos y enfermos se encuentra muy alejada de los interese que maneja actualmente dicho Instituto. Los funcionarios de ILPES que trabajaban directamente en la atencion de pacientes fueron bruscamente despedidos, con el ridiculo argumento de "falta de presupuesto", mientras que el Director del Instituto devenga un exhorbitante salarion mensual de casi medio millon de colones, US $ 2.750 aproximadamente. Esta irregular y lamentable situacion fue avalada por el Consejero Internacional de los Ministerios de Salud y Asuntos Extranjeros, de Holanda, el Senor Hans Moekerk. El Comite para la Consolidacion del Movimiento Costarricense Pro Respeto de la Identidad Sexual y de los Enfermos de Sida solicita el apoyo de la comunidad internacional, protestando por las politicas discriminatorias e inhumanas del ILPES y solicitando al Gobierno de Holanda, tradicionalmente solidario con la comunidad gay/lesbica y con los enfermos de SIDA: - la intervencion del ILPES - la destitucion de las autoridades que dirigen ese Instituto - la reestructuracion del mismo Atentamente El Comite para la Consolidacion del Movimiento Costarricense Pro Respeto de la Identidad Sexual y de los Enfermos de Sida ==================== English Translation: ==================== Dear Sirs: What in reality is happening in Costa Rica in respect of the attention of people with HIV and AIDS? In 1990 the Royal Government of the Netherlands approved a several million financial support for the Association for the Fight against AIDS (ASOLUSI) in Costa Rica destinated to: - the attention of people with AIDS - the development of programs and workshops for AIDS/HIV awareness in the gay/lesbian community - campaigns for the prevention of AIDS ASOLUSI, after receiving the financial support was transformed into ILPES (Latin American Institute for Prevention and Education in Health) in a very short time, leaving out all the initial objectives, even to such an amount that the primary attention of people with HIV and AIDS is far away from the interests the Institute is following actually! Those people from ILPES which worked directly in the attention of patients were fired abruptly with the ridiculous statement of "missing budget", meanwhile the Director of the Institute is getting an outrageous monthly salary of about half a million colones which equals ca US 2750. (note from the translator: average hourly salary in Costa Rica is between 2 and 4 US$, the salary from our President is officially not more than US$ 1000 monthly!!!) This irregular and pathetic situation was discovered by the International Counselor from the Health and Foreign Ministries of the Netherlands, Mr. Hans Moekerk.
